Starburst Jasper, aka Chrysanthemum Jasper or Starry Jasper, is a type of Jasper known as "Rhyolite," which is a rhyolitic lava associated with volcanic activity. The striking starburst or floral pattern is created by Crystals which were formed as the Rhyolite was cooling.
